Yeah it's the same bug. This guy i had was dropped off to "No Steam
Logon" and that slot was left inaccessible due to that. Same thing
happened on L4D series.

get "7/8 syndrome" and the 8th player slot was never usable on the server,
or even returning to the lobby.
The only solution was to destroy the lobby and re-lobby again. 8/8 could
then connect and people join / leave as normal.

It appears that one guy, the one that was playing on 20th slot was dropped
off for some reason and now only that last slot is not available and
everyone who connects with it, gets an error. If there are 18/20 players in,
one gets in, the other using last slot wont.
