It's not possible. Pinion is like valve's official subcontractor who runs official valve servers.
Valve could satisfy A LOT of people by allowing community members to host official servers. Then we could have 128 tick matchmaking without valve having to pay for it, and communities could advertise slightly with an unobtrusive motd.
