I think they can completely remove the plugin interface as a simple
solution.
Other solution is a login with password, which is owned by an account.
So if there are some bad admins, valve can delete/lock this accounts.

I don't want to have a server with a graphical motd. Maybe a graphical
banner like as in l4d from the hoster is enough.
