VAC = Valve Anti Cheats, I really don't think that valve goes as far as banning you from playing on servers because you did something wrong when hosting a specific gameserver. Also I don't think that bans would be permanent seen the length of the bans given to IPs during the previous months. However these are all speculations and we have yet to hear from VALVE.
What we know for sure is that if you have 20 tokens and 1 gets banned, the other 19 will also be banned.
