Have you tried telling them that IE 5.5 is 7 years old and they're very stupid for continuing to use it voluntarily? At the place where I work, we've got people who are still using Netscape Communicator 4 and IE 5 on MacOS 9, but at least we've got an excuse there (PageMaker 6.5, which they use heavily, tends to crash in Classic mode in OSX). However, we recently found an unofficial build of Mozilla 1.3.1 from 2002 that seems to render most modern pages correctly (it doesn't seem to respect 'clear: [left|right]').
