I think it is ignored.  According to the spec, the fonts can be
automatically fetched and downloaded _when_needed_.  In a quick check (in
Chrome 33) the font was not downloaded if the first font was available (I
used Arial, and Open-Sans).  I think this will hold true for fonts from
services such as Google Fonts since, in the case of Google atleast, it's
just adding the @font-face declaration which in turn has the url().
