Funding Year 2003 (July 1, 2003 - June 30, 2004): The Form 471 filing window will open on November 4, 2002 and will close January 16, 2003. The Form 471 is the second form in the E-Rate filing process. An applicant must first file a Form 470. That Form must be posted on the SLD website a minimum of 28 days BEFORE a Form 471 can be filed. Once a Form 470 has been successfully filed with the SLD, the applicant will receive a letter listing the earliest acceptable date for filing a Form 471. The earliest possible date a Form 471 can be filed for Funding Year 2003 is November 4th. This is possible if a Form 470 was successfully filed by October 7, 2002. If an applicant has not yet filed a Form 470, it must be successfully filed and posted on the SLD website no later than December 18, 2002 if an applicant hopes to file a Form 471 by the January 16, 2003 deadline. I do not recommend waiting until mid-December to file a Form 470. Recommendations: File the Form 470 now, if you haven't already.
