2003 TIF Grants Frozen

TLA has received several questions about the impact of this freeze on exiting or pending grants. The freeze applies only to grants that have NOT been awarded or approved. If a grant has already been approved for your library (i.e., you have received a notification of a grant award), that grant is not subject to the freeze. Any library receiving notification of a grant award under LB13, LB14, or HE1 for example, will still get that funding.

The freeze applies to money that would have been released through RFPs issued after January 31, 2003. The funding approved by the TIF Board in November 2002 was for available funding for new grants in 2003. The funding for libraries (i.e., the roughly $24 million delineated in Texline 141) is part of the pool, which also includes new 2003 grants for public education, higher ed, and healthcare, that has been frozen.

For TexShare, the fiscal impact (which is yet to be determined) of the freeze would be felt after July 1, 2003. The degree of potential reduction in the TexShare database program, should the funds not be released, must still be determined by the Texas State Library and Archives Commission pending further legislative action.
