MEDALS TO CARTER AND FORD
LEAVE BUSH OUT

WASHINGTON - President Clinton will award the nation's highest civilian
honor to former Presidents Jimmy Carter and Gerald Ford, the White House
says - but not to onetime rival George H. Bush.
That leaves Bush - father of Republican 2000 front-runner George W. Bush -
as the only living ex-president who doesn't hold the Presidential Medal of
Freedom. Bush awarded the medal to Ronald Reagan.
Clinton also is granting the medal to Democrat Carter's wife Rosalynn for
her work on mental health and women's equality, but not to Republican Ford's
wife Betty, known for her work on substance abuse and breast cancer.
Jimmy Carter is being honored for his work as a diplomat "in hot spots
around the world" while Ford is honored for "honesty and integrity" and
restoring confidence after Richard Nixon resigned over Watergate.
Also getting the medal is Lloyd Bentsen of Texas, Clinton's first Treasury
secretary and the 1988 Democratic vice presidential nominee who ran with
Michael Dukakis but lost to Bush and Dan Quayle.
Others are World Jewish Congress president Edgar Bronfman Sr., labor
advocate Evy Dubrow, Sister Isolina Ferre (a community worker in New York
and Puerto Rico), civil-rights lawyer Oliver White Hill, diplomat Max
Kampelman and environmentalist Edgar Wayburn of the Sierra Club.
