Judging by what the nation's "civilian" police forces have taken to using as
part of their Swatification, the most effective armored vehicle for urban
use is some version of the old Armored Personnel Carrier. The Brits used
essentially that in Northern Ireland. Other possibilities would be the
Russian BMP and the vehicle the South Africans created (the name escapes
me). I'm not sure whether the Bradley Fighting Vehicle would do well in an
urban environment, but that's one possibility.

And, yes, the Army Transportation Corps does have its own railcars--also its
own ships.
