Clinton urges Congress to extend health benefits to adults

WASHINGTON (AP) -- Noting that more than 2 million previously
uninsured children now have health coverage, President Clinton
appealed for Congress to expand that coverage to their parents.
"We can afford this now," he said Friday.

Surrounded in the White House Rose Garden by dozens of youngsters
in colorful T-shirts, Clinton said 2.5 million children have been
enrolled in the state-based Children's Health Insurance Program.
He announced $700,000 in grants to help states locate and enroll
more eligible children.

"Every child in this country ... who is eligible for CHIP ought
to be in it.

The parents who need it ought to be able to buy into the
program," Clinton said. "We have the money to keep America's
economy going, to get the country out of debt, and to provide
more health insurance to families. We ought to do it, and do it
now."

Clinton cited new census data released Thursday that showed a
decline in the number of uninsured Americans for the first time
since 1987, when the Census Bureau began compiling the data. The
number of uninsured children fell by 1.5 percentage points, a
drop attributed in part to CHIP, created by Congress three years
ago to help poor families.

Clinton argued that the parents of children covered under CHIP
also should be able to purchase coverage at a reduced price,
because many of them cannot afford to pay for health insurance
through their jobs.

"If we do this, we could cover a quarter of all the uninsured
children and families in America -- and, I might add, those that
are most at risk and need the health insurance most," Clinton
said. "There are only two ways that you can provide health
insurance for working people on modest incomes.

There either has to be some sort of subsidy from the government,
or the employers have to provide it, or you have to have a
combination of both."

Clinton also appealed for states to bolster their efforts to
recruit children for the CHIP program. He said certain states,
such as Indiana, Ohio and Maine, have done an admirable job of
locating eligible families.

"I hope others will look to them for leadership," Clinton said.
"This is a simple matter of systematic effort and real
dedication."
