reason that people hear "voices" is because of mental illness. Why are
there so many *homeless* people in Phoenix who "hear voices" ?
Is mind control technology being deployed against THOUSANDS of people in
the Phoenix metro area, leaving them destitute, jobless, and labeled as
"mentally ill" ?]

Mental illness plagues the state's homeless

Debra Whipple was always afraid. Mentally ill and homeless, she wandered
downtown Phoenix confused, dirty, hungry and terrified. "I didn't know
what I was doing, where I was going," she said. "I was sure I was going
to die."

There are about 4,200 mentally ill homeless people like Whipple in
Arizona and about 3,000 in the Valley. Hundreds live grim lives in
desert campsites along the Salt River from Mesa to Buckeye, and hundreds
more wander through downtowns and camp in parks in Tempe, Scottsdale,
Phoenix and Glendale.

"This is a problem that disgraces us all," state Rep. Leah Landrum said.
"Visitors come to the Valley from another country, see a poor, dirty,
ragged person walking down the street talking to himself and they say to
you, 'What is wrong with that person?' And you say, 'Oh, that's just one
of our poor insane homeless people. We keep them out on the streets by
the thousands. It's just our way."

Experts agree that the traditional cures for homelessness - drug and
alcohol counseling, job placement and creating affordable housing -
won't help the homeless who are mentally ill. They need intensive
medical care, and less than half of those who apply for mental health
treatment are getting it.

To grasp the scope of the problem, one need only stroll a few blocks
from the state Capitol and talk with some of about 900 homeless people
who live in and around the Central Arizona Shelter Services facility at
12th Avenue and Madison Street.

Many wear filthy clothing, talk to people who are not there and complain
of hearing voices. Arizona hasn't always had thousands of mentally ill
people sleeping in city parks, vacant lots, gutters and shelters. It's a
modern phenomenon.

A homeless person who is taken to jail and who seems mentally ill is
referred to an evaluator who works for Value Options, the for-profit
agency the state contracts with to administer mental health care.

"They examine you closely, closely, very closely," said Johnny Grant, a
chronically homeless Phoenix man who has been diagnosed as paranoid
schizophrenic by Value Options. He has been in jail several times. "I
hear voices, I get scared of people, I do things I just shouldn't do, I
have real problems, and they saw that was so."
