HAARP (and related technology) doesn't work only
in the atmosphere. As Col. Tom Bearden has explained,
scalar technology can be used to heat or cool
areas of the ocean...and ocean currents.
Just as the "jet streams" have large effects on
global weather, ocean currents greatly influence
climate and weather patterns.
One of the "hot stories" in recent years is about
"El Nino". It gets blamed for floods, droughts,
hurricanes, hot, cold....you name it.
Here is a little truth from Col. Bearden:
"Weather engineer (scalar): use of scalar
electromagnetics to change and influence the weather
and the producers of weather such as jetstreams and
large ocean currents. By imposing scalar signals
upon OTH radar carriers (3 to 30 MHz), interference
patterns (grids) may be established over distant
and vast areas. Either positive or negative energy
may be transmitted to emerge...."either in the
atmosphere, or in the oceans...or even within the
earth itself.

The key operative word here is "coherent".
Think about this.
"coherent patterns" is precisely what you get

You don't get "coherent patterns" from
Greenhouse Gases.
BUT YOU DO GET THESE COHERENT PATTERNS
FROM SCALAR ELECTROMAGNETICS!
Steve has just made the case against
Greenhouse Gases.
