-Caveat Lector- Belief in god is not the only definition of what is a "Jew"- it is also a tribal / ethnic grouping. In the phrase "italian/catholic" you have an ethnicity and a religion - the word "Jew" unfortunately refers to both - if it didn�t there would be so much less confusion.
In Germany, the definition of Jew was anyone who was either culturally or religiously Jewish. If only religious Jews had been targeted by the Nazi's then your concerns about the religion and the "right of return" ( a ridiculous phrase - no matter who uses it) would make sense. .. As the son of 2 people who were sent to the camps, I understand the need for people to have a safe place to run to - no one asked my grandparents, or parents if they believed in god. They just forcibly moved them into ghettos, and then shipped them to the camps- When the US and the UK had ships of refugees at their shore, they did not ask if the were religious or not, they just sent them back to Germany. If this does not address what you are saying, and I am not understanding you, please explain.
