The reason I recommend 'cp' rather than 'ln' is that, from past experience, if
xmkmf fails and I have to edit Imakefile.local, it can be important to keep the
template separate for easy recovery from erroneous edits -- though it remains
available in the tar file, so perhaps that's neurotic or paranoid on my part?

On systems that automatically keep multiple backup versions after edits (e.g.
VMF if I remember correctly, and some editors) that's less of a problem.

There are three OSes on our departmental servers and my desktop that I can't
alter, but I'll see if I can at least get ctwm to compile.
