this may mean that haskell developers will no more fix bugs himself.
if someone is so kind that he fixes bugs himself, i think it will be
unwise to force him to do anything more. so, while your plan is
excellent for paid workers or for group of enthusiasts i fear that it
will be not so good for peoples helping GHC team. may be Ian can
handle such situations better (pushing from stable versions to head
immediately?). i think that real problem that this creates is just a
bit of disorganization where we don't know in which branch each
problem is fixed and in which doesn't
