* reports/reports.cgi:
Update the maintainer section to reflect the change in unreviewed
patch reports, add a new section on generic editable queries for a
given product (which obsoletes the patches-to-act-on.cgi file)
* reports/patches-to-act-on.cgi:
remove this, it's no longer needed
