Thanks to nazgul (Christian Kirbach) for finding these bugs.
* attachment.cgi:
* template/en/default/global/user-error.html.tmpl:
Correctly handle patch statuses of 'none' and 'obsolete' when
creating a new attachment, fix the error message when an invalid
patch status is somehow specified, don't let users select
'obsolete' as an initial status for a new attachment.
