Add a utils subdirectoy and move utility scripts there. Add a
simple c program that handles the needed setuid thing for
install-module (so that if we need to change it again, we don't
have to google and re-figure out what this c file should be and
include).
Fix these scripts (a couple taint errors, need to handle the fact
that they are in a subdirectory now)
