Fix finding bugs that have not been responded to. #324501.
* Bugzilla/QueryParse.yp:
Add a new responders querytype which counts the number of distinct
users who have commented on a bug besides the reporter. Also,
change comment-count to count the number of _additional_ comments
(one can use "comment-count:0" to get bugs with no additional
comment)
* template/en/custom/browse/main.html.tmpl:
Use responders:0 now instead of comment-count for finding which
bugs have not been responded to.
