* utils/year-end-stats.pl:
Simple script to generate year end stats; complains loudly if it
isn't run on January 1st between 00:00:00 and 00:30:00 UTC; also,
has not yet incorporated stuff from patch-diligence-report (just
shows 0's for those stats)
* reports/weekly-bug-summary.cgi:
Fix some ugly spacing issues (in the code, not the output)
