Check out the templates in Google Docs. I remember seeing invoices in there.
As for logging hours, don't know. I imagine you could create one in a spreadsheet (store in Google Docs and manipulate in OOo). Fields: date, start time, end time, difference, state (pending, billed, paid), notes. You could then use the pivot table feature to summarize. Not fancy, but would work. BTW, I used Google calendar to track hours. In short: didn't work well enough for me. Good luck and let us know what you find.
