Will, don't delete this file as Mark suggests, at least not yet. It is the file you downloaded to get CB. When you had your PC restored, the guys probably didn't restore the CB files. If not, you'll need that file in order to get CB going again. But you'll also need WinZip, since the file you're trying to open is just a self-extracting archive file. It needs WinZip to run properly. Download WinZip the do what I suggested earlier and you should get back in business.
Then you should be able to delete that file from your desktop (or better yet, store it in a place you'll remember on your hard drive). Odds are the "tech" guys just restored the PC to its factory default settings, so anything you've done to it has been wiped clean. It's easier for them to do that than to actually worry about trying to fix everything. Oh, and by the way, buy some anti-virus software.
