Firstly let me state that this is my view based on my experience (3 years).
It may not apply in your environment. Nothing I say in this message is
carved on tablets of stone. It is aimed to promote discussion so that any
potential cafe owners can make their own mind up. Feel free to disagree, I
will not get upset, sulk etc

Operating System

        All of my Internet Cafes are PC based running Windows 98 (the local
variant with additional 'features'). Why because most users are         familiar
with this OS.

Browser

        I have IE 5.01 installed and once I have finished testing it I will
install IE6 (I will not be installing IE5.5). In my 3 years nobody has
asked for Netscape.

Ap Software

        Outlook Express - those who use it (not many) are used to using it.     Better
products exist but I am not convinced that the few people who   use OE would
be happy to use another product (familarity)

        Wordpad/Notepad - For those who want to write letters. I tried Word     but
the usage meant it was not commercially viable ($200 per copy).

        Messenger/ICQ/AIM/YIM etc - I hate these (people forget to log off      before
their time expires) but people want them.

        Games - None, I tried this but it did not work in my environment(s)
