Presumably means to remove libsndfile from PKG_NAMES as it is no
longer required
by packaging tools and add:
libsndfile1_OBSOLETES=libsndfile # no longer required by
packaging tools
in libsndfile1 package stanza lines in libsndfile.cygport.
