I've cc'ed the xorg mailinglist. *.fon files are not TrueType, they are legacy Windows bitmapped fonts, used since long before TrueType was invented. I doubt FreeType has functionality to read them. I think there are converters out there to convert them to and from X11 bitmap formats. benny
