verify these points:

1) Did you use Ganymede JEE version (WTP and related stuff is
required)?
(most probable cause)

2) try this structure of the plugin folder
eclipse\dropins\Cypal_Studio_1.0\eclipse\plugins
(see http://wiki.eclipse.org/Equinox_p2_Getting_Started)

3) try to start with a brand new workspace
