Hi,

there hasn't been a major Cython release for a while now, but an immense 
aggregation of features. Given that there are still issues with the 
closures branch (ref-counting issues this time), would it be ok to push out 
a 0.13 from the current cython-devel, and to make closures the only big new 
feature of Cython 0.14?

That would allow us to release 0.14 whenever we think closures are ready 
enough for a release (I don't mind if it happens within a week or another 
couple of months), but it would allow users to get started with simpler C++ 
wrapping, type inference, and tons of other great goodies right now, no 
matter how much more time it takes us to get it fixed up and merged.

Objections?
