It might help to fill in the Austrian Govt online questionnaire to determine 
eligibility and the necessary documents.  It’s also available in Hebrew 
apparently.

One interesting point is that it is written  that no matter what your ancestor 
or you earlier Hapsburg citizenship you should have fled from the Republic of 
Austria as a result of Nazi  persecution prior to 1955.  Probably doing the 
questionnaire will clarify what that means in practice. 
My great grandfather Adolf Kanczuker was an Austrian citizen when he left 
Czernowitz,  and his father served ( was conscripted) in the white uniform of 
the Austrian Army for seven years around the 1848 revolutions.
