RFC 6698 is a document which reflects the consensus of the IETF at the time it was published. The substantive change I mentioned is a change to that consensus. I look at it this way: if I am implementing a specification documented through a RFC I don't want the RFC to be changed as it can affect my implementation. There are disadvantages to that, e.g. when there is a defect in the specification.
