I'm also against this all lower case rule. But, no the rule has not changed recently and will not change as a small step. I don't want to have non consistent GUI in dt, this will be very bad !
The only solution out of this is: - To create a script to rewrite all strings in the code with capital letters where needed. - To update all PO files to ensure the changed strings in the code will not invalidate all translations. - Optionally this script should be able to handle translated strings in PO files to help translator to use capital letters in translations.
