Looking at the link at the end, it appears OpenOffice/Libreoffice can
import/export .xml doc book files. I haven't played with this but if you
import, fix the formatting and then export again you may end up with the
fix you're looking for without directly coding the manual in docbook. Of
course I'm hoping that Libreoffice's export function produces pretty clean
docbook code.
