Yes, there is a couple of usercases where you may need to export tags:
1. wanting to share them in a team so all people can use the same
hierarchy and 2. backing them up to allow clearing the db and starting
with a new set (think about people that will do that yearly) but keep
all the generated hierarchy of tags.

I really think we should allow to export them to a file and reimport
them. The exact needs of converting to other software should be
handled by the user based on that exported file.
