Hi,
I'd like to encode video with a variable bit rate that cannot go over a set
maximum bit rate. I've tried every possible combination of the videoEncodeAlg
params: rateControlPreset, maxBitRate and targetBitRate, but it seems like the
codec will only do variable bit rate or a set bit rate, not a combination of
the two. Has anyone been able to get something like this to work, or do you
know if its even possible? Thanks.
