I dug up the following response from some of my friends in the codec
team.  These are all the details I have - if you have further questions
and this list isn't able to respond, you should try

There is a way to achieve this with TI DaVinci encoders. I will explain
using an example,

Lets say we have "variable bandwidth" time varying communication channel
and for fixed amount of time T1 sec it has 1 mbps bandwidth and let's
say it changes after T2 sec to 1.5 mbps and so on.

Now in this case first encoder needs to be instantiated with max bitrate
channel is going to have, in this example it is 1.5 mbps.

The application can set target bitrate to 1 mbps for T sec and then it
can changes target bitrate to 1.5 mbps and so on. This will make encoder
generate 1 mbps stream for first T1 sec and for next T2 sec it will
generate 1.5 mbps stream.

                In addition to that the setting of rateConrolPreset
should be IVIDEO_LOW_DELAY or IVIDEO_STORAGE depending upon the
application. Preferably IVIDEO_LOW_DELAY.

        Maybe this is a bug?  I thought setting VIDENC_Params.maxbitrate
would solve my problem, but it doesn't seem to effect anything.
