Any one know how this works?
   
  Maybe this is a bug?  I thought setting VIDENC_Params.maxbitrate would solve 
my problem, but it doesn't seem to effect anything.

maximum bit rate.  I've tried every possible combination of  the videoEncodeAlg 
params: rateControlPreset, maxBitRate and targetBitRate, but it seems like the 
codec will only do variable bit rate or a set bit rate, not a combination of 
the two.  Has anyone been able to get something like this to work, or do you
