We had this problem once -- what we did was send (FTP) IBM a copy of our 
        SQLOGCTL.LFH
file from that system and they changed the RBA to a number higher than the
crash RBA and sent back a new SQLOGCTL.LFH file for us, we copied that one
in and brought DB2 up.
And at a later scheduled date rebuilt the database.
