IMHO, anything like this will save time and hassle compared to old ways like 
writing the
paper in VIM :) and the committing it!  
Okay, looks like the best shot will be a CMS-like system, there are tons out 
there,
but which one? Most of them can use DocBook ;-D

Also let's look how doc-proj  might change in the long run?
