I haven't looked closely to the reasons that make this package provide
files in this place, but you're of course aware that rootskel-gtk is a
udeb-only package?

It creates a link from /usr/local/etc to /etc and that's about all. 

From the changelog entries, there were many such symlinks in the past
and they got progressively removed while other udebs such as
libgtk+2.0-directfb0 were no longer needing them.

Maybe that symlink is no longer needed as well? Frans might tell.

Still, I don't think this deserves an RC bug given the udebness of the
package.
