AFAICS, l10n tasks install mostly manpages, dictionaries, input methods, fonts, firefox and libreoffice l10n packages for their respective languages.

For most supported languages, the general pattern seems to have:
- a l10n task which is selected with Test-lang depending on $LANG
- a desktop l10n task which enhances the common desktop task and the l10n task - optional l10n tasks for specific desktop environments which enhance the desktop l10n task and the specific desktop task

Example for Korean:

Task: korean
Test-lang: ko

Task: korean-desktop
Enhances: desktop, korean

Task: korean-gnome-desktop
Enhances: gnome-desktop, korean-desktop

Task: korean-kde-desktop
Enhances: kde-desktop, korean-desktop

However some languages and l10n tasks do not follow this pattern.

* Some languages only have l10 tasks and no desktop l10n tasks:
english; not surprising, as it is the default language.
tagalog, even though l10n packages for firefox and libreoffice exist.

* Some languages have no l10n tasks and their desktop l10n tasks have Test-lang instead:
albanian-desktop
british-desktop
dzongkha-desktop
georgian-desktop
indonesian-desktop
kannada-desktop
nepali-desktop
sinhala-desktop
south-african-english-desktop
uyghur-desktop
vietnamese-desktop
xhosa-desktop

I can only guess this is because the l10n task would be empty. However it prevents installing desktop l10n tasks when running tasksel without --new-install.

* Some desktop l10n tasks both enhance the l10n task and have Test-lang:
bosnian-desktop
croatian-desktop
serbian-desktop

This seems redundant and also prevents installing desktop l10n tasks when running tasksel without --new-install.

* Some languages have l10n tasks but their desktop l10n tasks do not enhance them and have Test-lang instead:
northern-sami-desktop
tamil-desktop

- The bulgarian task enhances the cyrillic task, which seems redundant because the cyrillic task is already selected for Bulgarian language with Test-lang. No other language which selects cyrillic does this.

* japanese-gnome-flashback-desktop enhances gnome-desktop instead of gnome-flashback-desktop.
Note: MR !59 removes japanese-gnome-flashback-desktop.
