I found that util-linux-locales gets installed by tasksel even if all

When executed within the installer (with --new-install), tasksel
silently installs hidden tasks such as localization tasks which match
the current language ($LANG) even if all visible tasks are unchecked.
Which language did you choose at the beginning of the installation ?
AFAICS English or French install util-linux-locales, but German or
Italian do not.
Packages installed by tasksel can be seen in installer logs
(/var/log/installer/syslog) or apt logs (/var/log/apt/history.log).
