I think I will go ahead with uploading node-raw-loader in unstable.
https://github.com/webpack-contrib/raw-loader/blob/master/CHANGELOG.md
lists breaking changes as only minimum version of webpack and nodejs
updated (both are fine in unstable).

Just in case you want older version of raw-loader still, you can embed
it in rainloop.
