Some users want to contribute to Debian, but they exceptionally make
disruptive contributions to lists.debian.org and are permanently banned.

For instance, this banned user is helping with packages:

He has trouble interacting with maintainers that are lists.debian.org

The user has been banned just once. According to the user, he intends to
not incur further disruption.

Is there something a banned user can to do to remove or relax the ban?
