Yes I think you are right.

I've set up a test apt repo to prove this

        deb https://phobos.redmars.org/debian binary/

the version of the packages in the repo is as it was last week, i.e. no
real *-common package. I'll work on the virtual common package and see if
chocolate-heretic would update properly in that case.
