That does indeed seem like a bug, and I'd be happy for this bug to be repurposed to that effect: "gnome-control-center should work without gnome-remote-desktop installed". That would be my next logical path, but in general I try to minimize the number of things I have to have installed-and-disabled, so it seemed worth first seeing if this could become a Recommends. And it sounds like the answer is that first gnome-control-center would need a fix to not require it.
