Alright, so apparently I can't read. I totally missed that you had mentioned there was already a bug report against Lintian about this problem. I think we probably should override the errors anyway for now since I am not an experienced Lintian or Perl developer and it will take me some time to try and get things fixed there, but I do agree with getting it fixed, and am happy to add this to my todo list and then help remove the overrides once the bug is fixed.
As for not excluding the C-BIOS .xml files, I think it should be sufficient to simply change the file exclude pattern "Contrib/cbios" to "Contrib/cbios/*.rom" in debian/copyright.
