In fact, I was thinking about having your source package generating some
other binaries without the caps.
Anyway, I have read more about it, and here:

it says that it's included starting on version 2.6.24. In fact, if you
have a look at the kernel options, this options is GONE. In fact, it's
always active.
So I guess that this should have been fixed for Etch, but it's fine for
Lenny.
Excuse me for being so rude, just understand that I had to recompile
pure-ftpd without this option SO MANY TIMES that I got mad with it.
