this has nothing to do with copyright at all. the problem is that this
package claims to be in the "standard" priority of Debian packages,
while the archive is overriding what it says to set it's priority to
"optional". the difference is that priority "standard" packages are
installed by default, while priority "optional" and lower packages
must be installed by the user. so the package needs to be changed to
"optional".
