If I run in SDL mode, I haven't managed to crash it yet.  So that's very
good news.  (Only played for 10-20 minutes though.)

Upgrading xlibmesa-gl (which also upgraded xlibmesa-gl-dev but made no
other changes to the package list) might have helped a bit, because the
game can sometimes last a minute or two before crashing.  But it's still
very unstable, to the point of not being playable in any meaningful way:

 * It's *very* slow.  Even slower than SDL mode.  The placement diamond
   lags behind the mouse pointer by a couple seconds and only "jumps" to
   a new position every second or two.

 * It still crashes regularly.  For example,

     griffon:~$ lincity-ng -g -w

   And as you may guess from the messages above, there was no text in the
   help window.  I tried running it a couple times, but it would always
   crash after a few seconds or minutes.

I know very little about 3D gaming under Linux in general, so I'm probably
doing something stupid (or not doing something I should).  Reading the
package description for xlibmesa-gl suggested to me that perhaps I should
install xlibmesa-dri as well.  I did that, then restarted lincity again:

So that wasn't helpful.  But at least SDL works.
