I'm leaving the local changes one at 'serious' because it affects upgrades from earlier versions like the one currently in Ubuntu (1.5a-1). I just tested the upgrade, and it indeed ignores local changes. I don't think 'important' is the right severity, even though mxallowd has never been in a stable Debian release.
